Commanding officers of all vessels belonging to, or at present stationed or employed within the limits of this Division of the West Gulf Squadron will make up officers and crews lists of their respective vessels and transmit them to me without unnescessary delay Each list must have a recapitulation showing excess in the prescribed allowance of all ranks and ratings and also a list of deficiencies of all ranks and ratings
Enlisted men whose terms of service have expired and are awaiting transportation to the North to be discharged will in all cases be considered as vacancies in the vessels to which they may be attached
